Cekmekoy is a town on the Anatolian side of Istanbul. It was founded in 2009. The population of Çekmeköy, is 239.611 according to 2016 TURKSTAT data. Cekmekoy region is one of Istanbul’s heavily migrated regions. When the population structure is examined, it is seen that the number of people aged 20-45 years, which is accepted as the target mass of adult education, constitutes approximately 50% of the whole population. This weight in population structure reveals how important services to adult education are in this region. At this point, the Çekmeköy Public Education Center, established to meet the need for adult education, continues to cooperate with NGOs, and municipalities in the center building as well as in other places of the village and continues to provide services in various fields free of charge as public institutions. It conducts services in various fields under General Courses (Social Cultural), Vocational Courses and Literacy Courses. Our institution maintains these services in a total of 36 units including the units belonging to municipal buildings, schools, military facilities, sites, and other institutions. Literacy 1 and literacy 2 courses, which constitute the basis of the project and can be defined as courses where functional literacy skills are gained are among the priority courses of our institution. According to the data of 2016-2017, 338 adults have been trained in the courses opened in the types of literacy 1 and literacy 2 courses. When the literacy data of Çekmeköy people are examined, it can be said that our institution can not reach the desired number of people. For this reason, increasing the number of trainees who have access to acquire functional literacy skills is seen as an important goal for our institution. In addition, refugees who have been forced to pursue functional literacy skills on another level are among the trainees of institution. According to MBB (Marmara Municipalities Union) data, 14,381 surrogate refugees live in the region where our institution is located
